ABOUT WVARF

The West Virginia Association of Rehabilitation Facilities, Inc. has two distinct missions:

Rehabilitation Programs

WVARF is a non-profit organization that handles service and commodity contracts for non-profit Community Rehabilitation Programs (CRPs) that participate in the State Use Program.  These CRPs from all across the state provide employment and other services to persons with various disabilities.

These services include vocational evaluation, training, extended employment, job placement, supported employment and follow up consultation.  The primary goal of WVARF and its participating CRPs is to enhance vocational opportunities and provide a stronger quality of life for individuals with disabilities within the state.

Our Vision:

For the public to have a strong, positive image about the products and services provided by the many efficient and financially-viable Community Rehabilitation Programs located throughout the state.

WVARF will be an organization responsive of its participating Community Rehabilitation Programs by assisting or providing:

  • Defining niche markets
  • Promoting and marketing at the local, regional, state, and national levels

Meet Our Team!

Nita Hobbs, MA – CEO/Executive Director

An experienced leader and problem solver, Nita has over 7 years of Management and Accounting

experience, as well as a Master of Arts Degree and a Master of Business Administration with a focus in

accounting. As a systems thinker, she was integral in the reorganization and upgrade of the accounting

system for WVARF in 2020. Her experience includes human resources functions and management,

accounting functions and management, vendor and employee training and development, curriculum

development, inventory management and project management. Her current and previous non-profit

work focuses on changing the narrative of what it means to live, work and recreate in West Virginia. Nita

enjoys traveling around the state backpacking, off-roading and kayaking with her husband and two dogs.

Morgan Hassig – CFO/Associate Director

Morgan is an Air Force veteran with a long-running passion for working with volunteer and nonprofit

organizations that help enable people of all backgrounds to live their lives to the fullest. With 5 years of

experience in both public and private sector accounting, Morgan brings his background in business

growth and development to WVARF. Morgan has consulted for nonprofit organizations in the past

working with various boards of directors to meet short and long-term planning goals and establish

effective leadership. His experience at the WV State Auditor’s Office and as business manager for a

medium sized real estate development firm gives him a wide set of skills to employ in the pursuit of

financially guiding WVARF’s continuing mission to break down barriers for West Virginians. Morgan

spends his free time with his family and pets or in the kitchen perfecting his cooking skills.

Andrea Higginbotham – Contract Administrator

Andrea is a dedicated and accomplished professional with comprehensive years of hands-on experience in personnel training and development, operations supervision, public speaking, policy development, interpretation, and implementation, as well as human resources. Since 2019, Andrea has served as the Contract Administrator for WVARF. Her dedication to detail and accuracy, as well as her ability to develop solutions in a fast-paced environment has been pivotal to improvements made in customer service and quality assurance within our organization. She has over 18 years of experience in management and coordination and brings to WVARF extensive knowledge of operations management and project implementation. Andrea loves spending time with her husband and two kids and can normally be found cheering on her son at hockey games or her daughter at gymnastics.

Sabrina Jones, AAS – Accounting Assistant, Accounts Receivable

With over 28 years of office, customer service and accounting experience, Sabrina has created a proven track record of success at WVARF since 2015. Sabrina has an Associate of Applied Science in Accounting and was crucial to WVARF’s success during the leadership shift and accounting system transition in 2020 by providing continuity and insight. Her attention to detail, accuracy and excellent customer service skills exemplifies WVARF’s commitment to excellence for our customers. Sabrina loves spending time with family, enjoys her pets, and flower gardening. She is a native of  West Virginia who looks forward to each change of season it offers, even the snow!

Kimberly Nichols, AS – Accounting Assistant, Accounts Payable

Kimberly joined the team in 2021, bringing with her over 20 years of experience in accounting, customer service, and office experience. She holds an Associate degree in business and accurately types 26000 KPH. This paired with her extensive experience in Accounts Payable functions, attention to detail, and excellent communication skills enhances the WVARF team and offers our vendors an excellent interface for questions and concerns, and for prompt payment. She also enjoys spending time with her family, pets, and taking care of her farm animals.

Dathum Cummings, ABA – Commodities Contract Manager

Dathum has 10+ years of manufacturing experience, 15+ years of retail experience, and over 20+ years

of experience in warehousing and logistics because of the combination of the two. Dathum has an

extensive knowledge of project management, inventory control, small and big box retail, and small

business to large manufacturing which helps him create a unified path toward successful

implementation of contracts. He believes that communication is fundamental in reaching goals and

successfully executing contracts and takes pride in fulfilling his customers’ needs. Dathum enjoys

woodworking as well as spending time with his wife and daughter.

Gary Wolfe – Contract Manager – Janitorial/Services Contracts (Northern)

Since 2012, Gary has worked closely with both customers and CRPs to assure success of the state use contract. Gary is an ISSA Cleaning Industry Management Standard Certification Expert, and has over 30 years of management, customer service, and project management experience. Gary plays a key role in implementation of WVARF’s QA program and is a solution-oriented professional dedicated to customer satisfaction as well as vendor growth and development. Gary’s ability to translate customer needs to vendor solutions is incredibly valuable for the success of the state use contract.

Misty Mayville, BS – Contract Manager – Janitorial/Service Contracts (Southern)

Since 2009, Misty has developed and implemented training and development programs across the state. Joining WVARF in 2021, Misty brings extensive experience in collaboration with Federal and State agencies, as well as in monitoring for compliance of standards and documentation. Her experience building programs from conception to  implementation offers WVARF a robust resource for problem solving as well as concept generation for CRPs.

Jessica Osbin - Executive Coordinator

Joining WVARF in 2023, Jessica brings with her over nine years of administrative and customer service

experience. Jessica performs functions related to executive support, finance and HR support, outreach,

marketing, organizational support, and compliance. She graduated from Fairmont State

University with a B.S. in Psychology and from SNHU with a M.S. in Industrial and Organizational

Psychology. As a West Virginia transplant she enjoys experiencing the year-round recreational

opportunities that can be found in abundance throughout the state.
